Is This a False Positiv?

I downloaded this tool to make animated vtf files which is commonly used in the Community:

i downloaded the zip file and exe and first launched them through my antivirus and it said its clear.

after i try to open the exe i receive the “Windows protected your PC” message

I went to VirusTotal and tested both files. The Totalvirus says nothing is off in the ZIP file:

When i inserted the EXE 11 security vendors out 69 and one sandbox flag this file as malicious:

I want to know if its still safe since alot of people use it and i havent heard anything bad so far about it.
